Preliminary Findings Issued on Countervailing Duties
Impact Not Yet Known

Below are the Countervailing Duty (CVD) percentages assigned to each Canadian producer of Uncoated Groundwood (UGW) grades, that will be applied to both newsprint and hi-brites (excluding freight costs). These are for the countervailing portion only. The antidumping (AD) portion will not be decided until that hearing scheduled for March 7th. The results of the March 7 hearing could further increase the below tariffs.

Although these percentages are lower than what had been rumored, anything greater than zero obviously has the capacity to add to the cost of your newsprint (already three increases in the last four months) and specialty grades (increased announced for February 1).

Of course, the other newsprint issues that have been present, tightness in the market and required longer than normal lead times, remain.

Supplier Countervailing Duties (CVD)
Alberta 6.53%
Catalyst 6.09%
Kruger 9.93%
Resolute 4.42%
Tembec 6.53%
White Birch 0.65%

We will continue to monitor this situation and we will let you know as soon as we know what impact these duties may have on pricing. In the meantime, if you have any questions please contact John Snyder (1-800-468-9568; ext. 176) Steve Schroeder (ext. 187) or Joan Graff (ext. 196).
